Allama Muhammad Iqbal 3,000 Afghan scholarship Program is being advertised each year from September to November.
Information about the Allama Muhammad Iqbal scholarship can be accessed through advertisement published on the HEC website, the website of the Pakistan embassy in Kabul and different Newspapers of Afghanistan (also translated in Pashto & Dari). Web link is pasted below: www.pakafghan.gov.pk
Yes they can apply but scholarship test is being conducted by the Government of Pakistan in all consulates of Pakistan in Afghanistan.
Following is the sequence of Allama Muhammad Iqbal Scholarship Program for Afghan National students:
  • Scholarship is being advertised from September to November each year at HEC website and at the website of Embassy of Pakistan in Kabul. Further, it is being widely advertised in newspapers of Afghanistan. Advertisement is published in English and translated in Pashto and Dari language as well.
  • The Advertisement contains all the requisite information about the scholarship Program that includes age limit and application submission deadline. The advertisement also contains a web link for online registration of applicants. After registering online, Afghan students create a profile with the necessary information and then submit an online application form.
  • In response, an Email is generated to notify Afghan students about the successful submission of the application form. After the deadline, roll number slips are being issued with test date, time, and center details. The scholarship test is being conducted by HEC/Government of Pakistan at all the 5 consulates of Pakistan in Afghanistan.
  • After the test, result is being finalized and information is sent to students accordingly. The selected Afghan students are then brought to Pakistan for zero semester and admission in Universities to continue their study Programs.

Please follow these steps in order to register for Allama Muhammad Iqbal Scholarship Program. 
  • The Afghan Scholarship page can be accessed from the main HEC website under National Scholarships or can be accessed directly at www.pakafghan.hec.gov.pk. Sign in and create a profile and click to submit the form.
  • To fill the form, please follow the instructions in the "User Manual" (attached at the left bottom side).

If the form has not been submitted, you can change it. Once submitted, it cannot be changed.
No, the field of study or area cannot be changed after the application form submission.
Higher Education Commission has established Education Testing Council (ETC) under which it will hold standardized entry tests from Fall 2017 admissions for public ​and private universities of Pakistan. The aim of constitution of ETC is to hold uniform, accessible and competitive assessment base for admissions to universities.​

This test will be used for taking admissions at undergraduate level in public and private sector universities of Pakistan.
No, Test will be conducted without any fee.
The result of the student will be cancelled and will not be allowed to appear in the upcoming tests under ETC.
The student who has passed SSC/O-level and HSSC/A-level can apply for this test.
Test will be conducted from relevant syllabus of SSC and HSSC, so there is no special book for the preparation of entry test.
Entry Test for Fall 2017 Test will be paper based test.
Yes, it is however, a student will have to meet eligible criteria for admission of the relevant university.
